New supermax units for terrorist prisoners

Justice Secretary David Lammy has announced plans for new supermax-style prison units to enhance safety for jail staff. Following a violent incident involving Hashem Abedi at HMP Frankland, a review by Jonathan Hall KC highlighted the need for improved security measures. Mr Hall’s review recommended the creation of a “tiered separation centre system,” with prisoners able to move up to tiers offering better conditions and privileges in exchange for good behaviour, while those who caused trouble would move down to tiers with harsher conditions. Mr Lammy said movement between tiers will only be permitted “following rigorous new risk assessments.” Mr Lammy also announced a review of how the European Convention on Human Rights is used by extremist prisoners to challenge the way they are handled in jail, including their segregation from other inmates.
