Dame Antonia Romeo, Permanent Secretary of the Ministry of Justice, commented: “Do we understand that having fewer people in prison will lead to an additional burden elsewhere in the system? The answer is absolutely yes.” The National Audit Office has warned of a projected shortage of 12,400 prison places by 2027, with costs expected to exceed £4bn. The Government’s plans to create 20,000 new prison spaces are now delayed until 2031, raising concerns about the adequacy of future prison capacity. Changes in sentencing may lead to more offenders being monitored in the community through measures like electronic tagging.
